RSUA course on CPHS scheme

NEW half day Construction Professional H&S Card Course

The Royal Society of Ulster Architects (RSUA) is launching a new half day course to obtain or renew a Construction Professional Health and Safety (CPHS) Card. The CPHS scheme, which was launched in 2013, is an alternative to the Construction Skills Register (CSR) Card.

CSR stopped issuing Architectural Technologist, Architect and Chartered Surveyor Cards in September 2017 and now offer different routes to acquiring a CSR card for professionals.

Card requirement
The CPHS card, or equivalent, is required to work on public sector construction sites in Northern Ireland and must be renewed every 4 years. It is may be worthwhile reminding your members to check the date of their current CPHS or CSR card to ensure it is still valid.

Meeting Buildsafe NI requirements
The new half day CPHS Course is focused on delivering the Buildsafe NI initiative by providing construction professionals with 'appropriate health and safety training to be able to work on-site without being a risk to themselves or others who might be affected by their acts or omissions'

Buildsafe NI requires everyone to 'carry with them on site, evidence of having received such training.' The CPHS card is regarded as appropriate evidence.

The CPHS course will cover some fundamentals and will also highlight any relevant changes in H&S practice in recent years.

Recognition of CPHS Card in the Republic of Ireland and Great Britain
In the Republic of Ireland where Safe Pass is the site H&S card, architects and other professionals are not required to have a Safe Pass card so there is no question about recognition. Click the link for more information:

http://www.hsa.ie/eng/Your_Industry/Construction/Construction_FAQ's/Safe_Pass/

In Great Britain the CSCS card dominates and the CPHS card does not have an affiliation agreement with CSCS. The CSR card scheme is affiliated with CSCS.

The requirement for a Professionally Qualified Person CSCS Card is passing the Managerial and Professional (MAP) level Health, Safety & Environment Test. There is no training at all. We therefore believe that the CPHS approach in Northern Ireland at the very least matches the CSCS requirements if not exceeds them. However we are not seeking a recognition agreement with CSCS.

The CPHS scheme has been in operation for four years and we have not had members reporting difficulties accessing sites in GB using the CPHS card.  However if such a problem was to arise it may be useful to direct people to the NI Government support for the CPHS card scheme.
