The Planning Bill was introduced to the Scottish Parliament on 4 December 2017, and is now available on the Scottish Parliament's website:  Planning (Scotland) Bill.  

The Minister for Local Government and Housing made a statement to the Parliament on Planning and Inclusive Growth, setting out how the Bill will underpin improvements to the planning system to ensure it delivers on the investment in good quality development that our communities deserve and our economy needs.  A news release has been issued giving more details, and the full statement is available from the Scottish Parliament's Official Report
